Gilroy could pitch a story with a timeline that begins after the rebel fleet scatters post-Battle of Yavin, where Mothma leads a small network of spies that include all the surviving characters from Rogue One/Andor. He could even call it "Andor Season 3" & nobody would care that Andor wasn't in it.

The surviving characters of Andor are certainly complex and incredible enough to carry their own story. Even with characters that appear in the other films, we don't see Mon Mothma until the third movie, so there is a huge gap in the timeline ripe for exploration.
