Pakistan recently discovered massive OG reserves. Brazil allows drilling in the Amazon delta of Belém. Norway goes into Barents Sea. Pakistan allows itself what Brazil does, which allows itself what Norway does. All have good reasons (energy security, defense, escaping poverty).
