Dems would have to completely defund the government for months. Even then, I wouldn't put it past the admin to simply ignore Congress in such a scenario.

That's what effective resistance means. Officials should advise citizens in strong terms to demonstrate peacefully, but carry a big stick. National Guards should be out alongside to enforce the laws on the spot.
