Though also worth noting that for most of its development it was being funded by the creator's other project (non-game dev) which isn't really an option for 99% of devs; he could spend much longer adding to it without worrying too much about overheads, etc. than is likely sensible/viable for most.

I'd wager anyone touting it as a GOTY candidate etc. is doing so based on that additional content, not the 'core' game. Think it would have been received as a good twist on a roguelike without it, but nothing groundbreaking.

If my understanding is correct it would've shipped a lot more than a year earlier without it – but I think in terms of the 'hype' and reception it received due to that post-46 content being there, it was probably worth it.
