Relational Public Services' provides a clear case study as to why central government needs to re-orient towards an 'enabling state' model and use its powers to convene regulators.

My reading is that the government needs to use the tools it has (or give itself additional tools) to actively manage the 'regulatory state', otherwise a more right-wing populist government might just sweep regulations out of the way (along with the protections they were implemented to provide.)
