Consider the Flora footbridge: years of designed and effort went into creating the original concept. Senior city staff and poli , then forced it to be redesigned for additional costs, delays, and had to get everything reapproved. Reason? Fear. Result is less good than it could’ve been.

Ironically, Ottawa only needs to look to examples of recent NCC (yeah, the organization that used to make glacial movement look fast) projects to see how to do it. Examples like the bistros and swimming docks have shown the benefit of trying stuff without first doing endless study.
