What happened to the FAA is happening at every Dept. Loss of directors, loss of staff, you can only lose so many cornerstones before the whole structure crumbles. This is 100% what happens when you try to run a government as a business. You can't restructure an entire government on poor instinct.

It's also about new limits on mobility and an inherently profound distaste for bullshit.
