Those sorts of concerns would fall under provincial and municipal jurisdiction. Better to pursue advocacy there than to criticize the fed-gov for not doing what the law and our systems of governance don't permit it to do.

His point is that he's doing what's immediately possible at the fed-gov level. Any sort of developer-targeted bylaw forcing them to pass on fed rebates to customers would be the purview of municipal and provincial lawmakers, so take it up with them and stop blaming people for what they can't do.
