The Luftgau were totally independent but troops once assigned to a front command were no longer their responsibility, except for supplying reinforcements.

I’ve only examined two in depth: WKVI and WKI as well as Luftgau I - both East Prussia. They were effective in different ways, supporting rear area operations in the east and handling civi-military relations with the Nazi leaders. The region was dominated by Erich Koch and Hermann Göring.
