I’ve only examined two in depth: WKVI and WKI as well as Luftgau I - both East Prussia. They were effective in different ways, supporting rear area operations in the east and handling civi-military relations with the Nazi leaders. The region was dominated by Erich Koch and Hermann Göring.

There was an argument, undeveloped in a few threads, that Courtney Hodges’ Great War experience led him to fight the battles of the Hürtgenwald.

I applied the Occam's razor interpretation - incompetence.
