I’ve got rid of stuff like this by advertising it on GumTree for a nominal sum & then waiving the payment when they turn up. (You need the nominal sum to put off the people who either never turn up when they say they will or expect you to deliver your stuff to them.)

A quick peruse of en.wikipedia.org/wiki/Europea... suggests it could be a pre 1980 Monaco plate, or the text of that Wikipedia page says a Portugese / Netherlands classic car or a Dutch taxi have blue plates. Take your pick!
