The chapter is part of the excellent volume “IOM Unbound?” which investigates the “Obligations and Accountability of the International Organization for Migration in an Era of Expansion”, edited by the amazing Megan Bradley, Cathryn Costello & Angela Sherwood.

In the chapter, we analyze institutional change in crisis and find that the IOM is able to expand its task portfolio though its involvement in the international response to transboundary crises.
