Does he want access to our federal systems so that if Congress fails to pass another continuing resolution by March 14th, he has the access to keep it all running in defiance of Congress?

Why does Elon Musk need access to all the federal systems of the U.S. government? Could it be that Elon didn’t like the fact that in early January there was a threat to shut down the government before an agreement for another continuing resolution was reached? A shutdown government = no power.
