It's because they don't see it as affecting their personal life so they just don't care.

I was watching it and someone from work called with a minor issue. I told them the Capital was being attacked and they said, "Oh really? Ok, anyways, so. . ." and just kept right on with their minor problem (which was probably settled that day).
