Actually, that driver board uses the BTS7960 which has a PMOS for the high side switching, so disregard that. It ought to be able to do 100% duty

Most MOSFET half-bridges use a bootstrap capacitor to generate the Vin+Vgate and for that to work they can never be 100% high, always need a couple of percent low so the cap can charge. If you want 100% then you'll need a dedicated isolated supply for each half-bridge.
