He should be charged with some form of criminal negligence and do some time. That's the only way people will learn. If your firearm discharges, even accidentally, you are responsible and there should be serious consequences.

There shouldn't be any special treatment available for government services. We're all equally citizens and nobody should be able to buy their way to the front of the line.

I'll guess about 5% of that 32% are just total idiots and the rest are not honest and trustworthy themselves.
