Unless you're speaking specifically of data transfer cables, which don't count, they usually require their own software to run, and importantly, they have a middleman to actually handle the power instead of just sending it the wrong direction, like a direct A to A cable.

Can doesn't mean should
While most devices should have protections against it, A to A ends up sending power the wrong direction to the host. Which is another issue, both USB devices can't be hosts.

The difference is Sata is designed to have the same connector on both ends
