Found a source from the Colombian government. It appears they did come to an agreement however their notice still states the same thing regarding "dignified conditions" so it is unclear if they will accept military aircrafts or not.

It appears that Trump has implemented retaliatory measures against Colombia first. One measure is a 25% tariff on all goods imported into the U.S. which will increase to 50% in one week. I wonder why Trump did not implement the same measures for Mexico.
