Why is the state the developer? This is a very strange proposition. All while taking on regulatory responsibilities or for that matter ceding regulatory responsibilities. It like the only way for these high risk developments to actually happen is for the state to take on all risk.

Farming is uncertainty. Farming is risk. Then farming in the desert a water thirsty crop? Good night. Good policy can mitigate this risk. But it’s the farmer also voting for no policy and mitigation. It’s also the farmer pleading for policy and mitigation after the vote.
