Italy controls their borders, surely. Visas don’t have to be granted, and many of these guys seem likely to have records which would make refusal very likely

They’ve been doing this (with semi-trained nonprofessionals) for years. My office mgr went ballistic when discussing a denial with ‘the insurance company’ - not going to pay for a Urine Culture w list of effective drugs. She screamed into the phone “they have a Urinary Tract Infection!!”
