He doesn't have enough votes to do that, outright. The problem is: he doesn't have to. Nobody in the US military gets punished for following an order.

It's not a reminder, it's distorted misinformation. I wish it was true, but they swear to defend the constitution AND to follow the orders of the president. In practice, it will always be easy what the latter is, while the former will be a matter of interpretation.
