A lot comes down to the wobbly nature of the structures in place to co-ordinate abf/ran/others to operate in this dain. Also a new force would allow ran to get a number of assets off their books and focus on core business.

Now Marine Rescue but formerly volunteer coastguard was, and is an excellent service. Still volunteer run it provides exceptional assistance mainly to recreational sailors within a short range of ports around Australia.
