2/2 What is the end result of an accelerated buildup of cyberweapons, #AI, surveillance tech, etc., without attendant focus on ethics, law, foreign policy, social outcomes, etc.? I can't help but think of the pre-WWI years. Lots of blunt tools, no critical introspection on how to use them.

5/x Amb. Shapiro: There were people at #USAID who specialized in assisting w/transitions and ramp-up to elections. These people are all gone now. Despite assertions of competency, we are operating in a vacuum of specialized expertise (at least on the gov't side).
