The term is applicable to all US administrations. The US is a lawless rogue nation and we didn't just achieve this status with the coming of Orange Jesus. It's been this way for decades. But Trump has removed the mask, no more niceties, just raw unadulterated fascism and greed. Refreshing.

Hope is definitely not the same thing as optimism. It is not the conviction that something will turn out well, but the certainty that something makes sense, regardless of how it turns out.
