"University isn't for everyone" is such a powerful 'common-sense' discourse. Everyone's first instinct is to agree: why force young people into an academic route that doesn't suit them? The problem is, it's always someone else's children that the speaker has in mind, never their own.

Times leader today says 'university is not for everyone'. Except their own readers no doubt. If we actually radically cut down numbers parents would rip the country apart until the policy was reversed within 24hrs. So what's the point of raising it? Stupid stuff.
