It will likely never happen. It's just put in there to shut the OBR up now. The OBR can't predict what the economy will be like in 2028 when a better EU trade deal will be online & trump tariffs will likely be reduced by then meaning there will be more money and more wiggle room in the budget.

A bit further than 9 hours but Cape Town is lovely and will be in summertime in February. Nice beaches (with penguins), steam train excursions, a thriving food and culture scene and a short drive from the wine country and safaris nearby as well.
