As far as I know, the price paid in Spain by the student covers just a fraction of the "real cost" for each course
For me the ideal case (anywhere) should be a pure public system (for each level) supported via taxes (with as much conditions of a correct usage as needed)

Wow, this amounts to about $30k /year (and you said it covers most of the real cost)
It surprises me when compared to my case (in Spain): 7 years of engineering studies for a TOTAL of around €10k
