In the purest terms it's an optimisation problem - you can never guarantee 100% safety of all people on the road at any one time unless the limit is effectively zero - so you need to find the point where you minimise fatality potential vs average flow (accidents impede flow as well)

Believe it or not, that's because safe limits can vary depending on the average weather conditions, the average safety ratings of the vehicle demographics using the roadway, the construction and grading of the road surface itself - trying to give a single generic limit is folly

Like if you wanna speed sure, maybe you've got a high enough situational awareness, understanding of the limits of your car, and properly prepared to deal with the consequences if something goes wrong - but so did everyone else in fatal wrecks, until they suddenly realised they didn't

You realise speed limits are not set arbitrarily to piss you off and are calculated from extensive research on road use, design of modern and older cars, and how to maximise throughput whilst minimising fatal accidents? It's literally driven by statistical analysis not some random guy making shit up
