This is a version of Trump's "everything is zero-sum" idiocy, turned towards domestic policy.
If it helps other people more than it helps the Trump Admin, it is "waste", no exceptions.
They believe instinctively that it's impossible to make policy that benefits everyone, so it must be a rip-off.

The absolute latest they should've held on to this delusion is when Congressional Republicans still refused to vote to remove, or otherwise publicly break with Trump.
I don't know who these VSP you talk about are, but I remember plenty of calls for blood in D-lean spaces, often for this reason!
