I'm sure Trump+minions WILL explicitly implement this, but reporting I read about this was: it was word frequency analysis of rejected grant applications over the past X yrs, and list of words whose freqency in rejected project's abstract suggested a pattern. Implicit past practice, not new policy

Those I know (workplace, neighborhood) are cheering on. Why wouldn't they? Their barometer for success is orthogonal to how we might view policy pros/cons. They get their energy and assess his "winning" by how many people are decrying his actions, ensuing chaos. Consequences are invisible to them
