Gotta hand it to CA State and county legislatures. You guys suck at allocating money. The fire depot and water resources spending deserves an extra zero. Education (administrative bloat) and social services needs to be cut substantially, those funds are grossly misallocated.

There is zero benefit to the Russians by using a nuclear weapon. None. This is why they have never used a nuclear weapon.
