starlink being "used on the battlefield" was a giveaway to musk, and I doubt it's effective or safe for military operations, which historically took great pains to encode transmitted information.

Emergency alert systems exist already that send notifications to phones, these are more efficient at reaching people than some social media site ~20% of the US uses.
