And the reason he's out there very likely is partially due to the extreme gentrification of SF. With that comes privileged people who have no tolerance or actual real compassion for those less fortunate. Out of site out of mind. Someone else's problem. My home city got gentrified too.

If he's sleeping outside, or barking at meters, doesn't mean he's danger to himself or otherw. Just because the behavior makes people uncomfortable, doesn't mean that he's not allowed to do it. Lots of things make me uncomfortable but they aren't a danger to me, so I have to just deal with it.

I do not know how they survive now.
I was lucky. I was kind of funny/artsy/punk girl and got along with everyone. But sort of "bad" smoking cigarettes, smoking weed at school etc. I protected kids who got bullied. I'd just bring them in to be seen hanging out with our group. I hate bullies.
