The Shai'el in his books are humanoid in that their sentient and bipedal but have a turtle like carapace on their back and have a need for regular immersion in water (as well as like super power vision when their eyes come in contact with water). Picture below - the lady

Yes, though the humans haven't figured that out yet. So their arrival is a shock for everyone except for the dragon currently trapped in human form
