It's hard to find any news source confirming that fact as both Nintendo and Ad Hoc are not disclosing those details. But if versions have hosting costs associated, it makes sense why larger devs (like Capcom with RE) could pay for multiple versions.

Sounds like its due to Japan's CERO ratings. Cyberpunk had a seperate version created for Japanese markets, rather than it being one version that changes languages. If Ad Hoc didn't make seperate builds, then the one that gets on the eShop has to comply with those standards.
