Well they should. The probability that they won’t doesn’t change the fact that they have the legal basis to act and ‘should’ act. You know, one of the first things they teach you in ethics is that you can’t derive an “is” from an “ought.”

Sounds like they have recruitment quotas to reach. Every time they surge DHS hiring they get criminals who manage to get through vetting and need to be expensively weeded out. With a new budget in excess of most militaries, this is the biggest surge in its brief history. So shocking, not surprising.
