Are cyclists meant to use the little slip road across the double yellows and turn in either direction from there? Extending the traffic lights to include the cycle junction could remedy it... I think but I'm not a council road planner.

The current Govt can admit the truth because they didn't go down the Brexit or die rhetoric. The Tories & Farage talking heads need to be held accountable for miss selling & it could have gone no other way before anyone suggests better deals could have been brokered. Remember who the drivers were.
