Federal employees are guaranteed back pay at the end of any shutdown by law. This is not in question.

That law - the Government Employee Fair Treatment Act - passed nearly unanimously. Speaker Johnson and Leader Thune voted for it. Trump signed it.

Why would Reuters review the LE anyway? It's not the binding document. It can change (repeatedly). The binding document is the Closing Document signed at closing. 12 C.F.R. 1026.38; 12 USC 1640; SFA TRID GRID 4.0
