Paw Patrol made up character for fun.
Sammy would be more focused on water safety over general water rescues like Zuma. He'd know and talk about proper swimming safety, rip tides, currents, pools, ect. He's the Lifeguard pup. He also would know CPR and where to and where not to swim.
