I think when I hear Mechanic, Im looking for an explanation or overview of how a part of the game is going to create a specific feel that evokes or informs a players action or encourages its theme. eg, a heist game may use a timing mechanic to add tension. Rules break it down into its specifics.

Each of the Tarkir precons does their thing in a satisfying way. They can be a bit strong for lower-Power pods, but I think generally they are well balanced.
