The “and” is implied - USA doesn’t have reliance on other countries due to large oil reserves and large water bodies for nuclear capacity. Although, counter to your statement, the USA also continues to build out renewable energy at record pace.

I think all three countries you are using for comparison have limited fossil fuel resources, and to reduce reliance on other countries they have significantly driven up renewable capacity.
