Maybe the plot points in dread needed to happen first before we revealed him so we knew more history or something. Maybe he's Samus from a dimension where events in Metroid dread didn't work out that way.

I rambled something about how that's why he hates the federation and hates Samus like not having a direct history with her. Maybe they just think it would be cool to do the it's not a guy after all reveal a second time
