it's acuity that nobody can agree on (like, "how large does text have to be for you to read it at X distance uncorrected"); japan just takes the "20/20" fraction and simplifies it to a decimal number (ie 20/20 = 1.0; 20/200 = 0.1)

the actual core prescription numbers (as in, properties of the lenses themselves) are essentially the same everywhere afaik (spherical power is in diopters; there's a bit of variance in how cylinder/prism are expressed but those are secondary)
