Because of highly trained, educated, experienced & qualified staff who know not to try a case unless there's a high probability of a conviction, the DOJ has had a conviction rate well over 90%, until now. The good people are leaving, replaced with inexperienced political hacks.

Fun fact: Government shutdowns end up costing the government & taxpayers far more because of the mess they cause that needs to be repaired. Also, Trump is responsible for 47% of every day, the government has been shut down in our history. No wonder he goes bankrupt.
