I'll have more on the Senate Democrats' odd(?) choice soon, but for now let's look at it as a way to lessen the pain. SNAP will be reinstated and millions will be fed. It's not necessarily a cave, because the Republican shutdown and their unwillingness--top down--to negotiate was inflicting pain.
