The Constitution allows for others to administer it: another member of the house, a senator, or a judicial officer.

So everyone in this government just lies. OR has just over 6,000 police officers statewide, and the FBI has over 30,000 members in the nation, including 10,000 sworn agents. Last I checked, 30K and 10K are more than 6K. OR spent $60K in one day on OT protecting ICE.
