I often play the game “if Putin was telling Trump to do this for Russia’s gain, how would it be different?” I very rarely can come up with a better outcome for Russia. Admittedly not a Russia expert but I don’t believe you need to be an expert to see it.

Because the people you are trying to convince just want to hear something they can convince themselves isn’t radical.
Reform ICE is much more palatable than Abolish ICE and can mean exactly the same thing.
Getting rid of their funding and lowering their ranks to 0 would be reform, technically.
