It proofs it from wind and water. Think "oilskin", like an old style cowpoke duster or mariner's rain coat. Also waxed jackets are very popular with hunters & such here in the UK (including the gentry), in the form of the upscale Barbour brand. But mine cost like $20 for both wax & secondhand jacket

distribute the wax and soak it into the fabric. Apparently you can wax just about any cotton or cotton blend jacket, this one had never been waxed before. I don't know if it'll help, but I am currently hanging it in the sun because there are a couple of little blotches I might like to get rid of.
