Because the model is presumably based on the entire universe of NFL data, and the vast majority of 4th and 1 plays will have a starting QB running them. I don't think it's ridiculous to say that a backup QB is only ~2/3 as likely to convert in that situation as a starter.

Why is it such a bad thing? Is MVP the award for "most valuable player" or for "best quarterback"? The two very often overlap, but not always. I think this year, dividing it like this (Stafford AP, Maye MVP) actually makes a lot of sense!

The least generous take I can give is that he goes down quick to guarantee it's 1.0 sacks for Garrett, rather than 0.5. But I think he just made a business decision like you say.
