pensioners aside, i don’t understand the need to use valuation for this and council tax. Your property is worth what someone is willing to pay - why not tax accordingly and reevaluate council tax bands with each sale?

the @Liverpool example is unfair. 2.5% might well travel to work by train, but this doesn’t say how many ever get there!
