I mean, they *can* make player choices meaningful, it just takes a lot of work. Many developers either can't or just don't want to have to put in that kind of work.
That's not to say that a more linear VN can't still be good or fun, but Scarlet Hollow (and Slay the Princess) really raised the bar.
